You need to be within touching distance of the other player. Once you accomplish this, touch the other player anywhere (appropriate) and say "puukko/knife". Be prepared for some accidental shooting tho, reflexes cand be nasty.

If that accidental shoot hit you use to eliminate, or dismiss it?

That depends on the situation... Usually we encourage to take all hits, but some common sense takes you a long way. As it always does. : )
